HIGH SPEED CHASE LEADS TO SLEW OF CHARGES

U.S. Border Protection officers had to use a spike strip to stop an Akwesasne man who was allegedly leading state troopers on an April 6 high-speed chase while intoxicated.

Colin A. Hall, 27, is being held at the St. Lawrence County Correctional Facility on $10,000 bail or $20,000 bond.

He is charged with felony driving while intoxicated, first-degree aggravated unlicensed operation, second-degree reckless endangerment, third-degree fleeing an officer in a motor vehicle, refusal to take a breath test, using a vehicle without an interlock device, circumventing an interlock device and more than a dozen traffic violations including speeding, reckless driving, passing a red light and failure to use designated lane.

Troopers attempted to stop a 2014 GMC Sierra on Route 37 in Massena, but the driver kept going. A high-speed pursuit went onto International Bridge Road, troopers said, and the truck sped towards Canada.


Customs and Border Protection deployed the spike strip. The truck hit it, and headed back south on International Bridge Road, then went east on Route 37.

Hall headed into Akwesasne and turned onto Tarbell Road, but lost control because of a popped driver-side tire and hit a snowbank.

He ran away and was taken into custody after a brief struggle with state troopers. Troopers say he was intoxicated and refused field sobriety and breath tests.

Hall was scheduled for an April 9 appearance in Massena Town Court.

DRUG POSSESION

An Akwesasne woman was charged with drug possession after allegedly being found with opiate pain pills while trying to enter the U.S. from Canada.


Elisha M. Thompson, 24, is facing a felony count of third-degree criminal possession of a controlled substance.

Customs officers allegedly found 25 Percoset pills in a plastic bag hidden in her clothing, for which she did not have a prescription.

Thompson was arraigned in Massena Town Court and sent to the St. Lawrence County Correctional Facility in lieu of $5,000 bail or $10,000 bond.

She was scheduled to re-appear April 8.

CONSPIRACY TO POSSESS WITH INTENT TO DISTRIBUTE

A Malone man who had 240 pounds of marijuana in his truck when he crashed it during a 2010 police chase was sent to federal prison on April 4 for 70 months.


Alain D. Forget, 43, was also ordered to undergo four years’ post-release supervision. He pleaded guilty in 2012 to conspiracy to possess with intent to distribute more than 100 kilograms of marijuana. A kilogram is 2.2 pounds.

Forget had left Akwesasne for his residence on a day in September 2010, U.S. Border Patrol tried to pull him over. He started a high-speed chase that involved several other agencies on U.S. Route 11 and Franklin County Route 53.

He lost control of his truck on State Route 30 and crashed in a field. He ran, but was later arrested and the 240 pounds of pot was found in the truck.

He had picked up six hockey bags full of marijuana from someone in Snye and planned to hide it at his residence until a courier came for it.


In his plea agreement, he said he worked for a group that moved big quantities of the plant into the U.S. from Canada. He moved marijuana from Akwesasne to wholesalers throughout the U.S. He had couriers underneath him that did some of the leg work once the pot hit U.S. soil.

IMPAIRED, ASSAULT PEACE OFFICER, THREATS, BREACH and FAIL TO PRIVIDE

Cornwall ON – Joeanna Gagne of Hogansburg NY was arrested on April 6th, 2014 and charged with impaired operation of a motor vehicle, two counts of assault peace officer, two

counts of threats to life and breach of an undertaking for failing to keep the peace. It is alleged that in the early morning hours of April 6th, 2014 the woman was found to be operating a motor vehicle while under the influence of alcohol at the port of entry. She was taken into custody at which time she kicked two CBSA officers and threatened to return with a gun and kill them. Police were contacted and assumed custody of the woman who now refused to provide a sample of her breath. She was charged accordingly and held for a bail hearing.

Cornwall On – Nolan Jacobs, 31 of Hogansburg NY was arrested on April 5th, 2014 and charged with over 80. It is alleged that on April 5th, 2014 the man was found to be operating a motor vehicle while under the influence of alcohol at the port of entry. He was taken into custody and police were contacted. A member of the Cornwall Community Police Service assumed custody of the man and charged him accordingly. He was later released to appear in court on April 17th, 2014.

Criminal Possession of a Controlled Substance: Saint Regis Mohawk Tribal Police charged Michael R. Arquette 26, of Hogansburg NY, with criminal possession of a controlled substance, resisting arrest, aggravated unlicensed operation, and unlicensed operation of motor vehicle. Mr. Arquette was remanded to the Franklin County Jail and is scheduled to appear at the Bombay Town Court on 04-08-2014.
