Two Men Arrested for Possession of Marijuana On U.S. Portion of River

Akwesasne – On November 27, 2013, The Saint Regis Mohawk Tribal Police Marine Unit was patrolling the St. Lawrence River when a suspicious vessel was observed coming from Cornwall Island toward the US portion of Akwesasne. The Marine unit observed the boat traveling towards the US portion of the St Regis River where they found the boat stranded on the frozen river. Upon approach, the two occupants were observed jumping out of their boat onto the thin layer of ice and going through, into the icy river. Tribal Police Marine unit officers rescued the two individuals from the water. Shortly thereafter, police recovered the vacated vessel. The Tribal Police K9 was utilized in searching the vessel and discovered a large black bag containing 28.4 pounds of Marijuana inside. Jess C. Thompson, 31, of Cornwall Island, ON, and Mark D. George, 21, of Snye PQ, were arrested and charged with Criminal Possession of Marijuana First Degree. Mr. Thompson and Mr. George were arraigned at Fort Covington Town Court and were remanded to Franklin County Jail on $50,000.00 cash bail each. Both men were seen by the Mohawk Council Ambulance at the riverbank and released.


Saint Regis Mohawk Tribal Police arrested two locals following a traffic stop at 12:33 a.m. Monday, December 9. Michael T. Neff, 28, of Akwesasne, N.Y. is facing one misdemeanor count each of seventh-degree criminal possession of a controlled substance and possession of a hypodermic instrument. He was arraigned in Bombay Town Court and remanded to the Franklin County Jail, Malone with bail set at $500 cash or $1,000 bond. While interviewing a second person in the vehicle, Theresa Johnson, 23, of Akwesasne, Que., police learned she had an outstanding warrant out of Canton. She was turned over to state troopers. While being booked into jail, Neff was allegedly found in possession of more drugs not discovered during the stop, resulting in felony charges. State troopers charged him with first-degree introducing prison contraband, a felony and a new count of seventh-degree criminal possession of a controlled substance. He was arraigned a second time and ordered held in lieu of $5,000 bail.


Frederick P. Brice, 66, of North Bangor was ticketed by Tribal Police for inadequate headlights at 4:37 p.m. on Monday, Dec. 9 after on State Route 37. He is to appear in Tribal Court on December 30.


Wesley J. Oakes, 27, of Hogansburg was ticketed by Tribal Police for unregistered vehicle at 11:30 p.m. on Sunday, Dec. 8. He is to appear in Tribal Court on January 6.

Victoria S. Thompson, 16, of Rooseveltown was ticketed by Tribal Police for operating a vehicle out of class and inadequate headlights at 5:39 p.m. on Sunday, Dec. 8. She is to appear in Tribal Court on December 30.

Joseph D. Clute, 19, of Hogansburg was ticketed by Tribal Police for speeding at 5:13 p.m. on Sunday, Dec. 8. Police said he was observed operating a vehicle at 55 M.P.H. in a 35 M.P.H. zone. He is to appear in Tribal Court on December 30.

Donald P. Caron, 51, of St. Andrews, Ont. was ticketed by Tribal Police for inadequate headlights at 4:55 p.m. on Sunday, Dec. 8 after he was observed operating a vehicle with inadequate headlights while traveling on State Route 37. He is to appear in Tribal Court on December 30.


Morgan P. Skidders, 21, of Rooseveltown was ticketed by Tribal Police for inadequate headlights at 12:32 a.m. on Sunday, Dec. 8 on State Route 37. He is to appear in Tribal Court on January 6.

Patricia L. Thomas-Jefferson, 44, of Malone was ticketed by Tribal Police for inadequate headlights at 10:33 p.m. on Friday, Dec. on State Route 37. She is to appear in Tribal Court on January 6.

Francine A. Thomas-Dustin, 31, of Hogansburg was arrested by Tribal Police and charged with second-degree harassment and disorderly conduct at 5:50 a.m. on Friday, Dec. 6 on State Route 37. She is to appear in Bombay Town Court on January 7.


Dylan J. Bourque, 22, of Tupper Lake was arrested by Tribal Police at 5:50 a.m. on Friday, Dec. 6 for an active arrest warrant and unlawful possession of marihuana following an alleged incident on State Route 37. He is to appear in Bombay Town Court on January 7 and he was turned over to Tupper Lake Police for the outstanding warrant.

Tyler A. Mitchell, 17, of Bombay was ticketed by Tribal Police for operating a motor vehicle without inspection certificate at 5:09 p.m. on Thursday, Dec. 5. He is to appear in Bombay Town Court on January 7.

Ann M. Francis, 53, of Akwesasne, Ont. was arrested by Tribal Police and charged with third-degree unlicensed operation and speeding at on 3:44 p.m. Thursday, Dec. 5 on Cook Road. She is to appear in Bombay Town Court on January 7.

Mallory J.A. Cree, 30, of Hogansburg was ticketed by Tribal Police for speeding at 9:14 p.m. on Wednesday, Dec. 4. Police said she was observed operating a vehicle at 51 M.P.H. in a 35 M.P.H. zone. She is to appear in Bombay Town Court on December 24.

Torry C. Bigtree, 23, of Rooseveltown was cited by Tribal Police with unlawful possession of marihuana and speeding at 12:37 a.m. on Wednesday, Dec. 4. Police said he was observed operating a vehicle at 50 M.P.H. in a 35 M.P.H. zone on Cook Road. He is to appear in Bombay Town Court on January 7.

Brandon R.A. Thompson, 26, of Cornwall, Ont. was ticketed by Tribal Police for inadequate tail lights at 11:19 p.m. on Monday, Dec. 2 on Cook Road. He is to appear in Tribal Court on December 23.

Ian R. Cumming, 45, of Green Valley, Ont. was ticketed by Tribal Police for speed in zone at 9:27 p.m. on Monday, Dec. 2. Police said he was observed operating a vehicle at 53 M.P.H. in a 35 M.P.H. zone. He is to appear in Tribal Court on December 16.

Nancy M. Sunday, 48, of St. Andrews, Ont. was ticketed by Tribal Police for inadequate headlights at 8:46 p.m. on Monday, December 2 on State Route 37. She is to appear in Tribal Court on December 16.

Paul L. Thomas, 46, of Cornwall Island, Ont. was arrested by Tribal Police and charged with second-degree endangering the welfare of a child and second-degree criminal contempt. He was arraigned in Fort Covington Town Court and released under supervision of the Franklin County Probation Department and is to re-appear in Bombay Town Court on December 10.

Teresa M. Johnson, 21, of Akwesasne, Que. was arrested by New York State Police and charged with unauthorized use of a motor vehicle at 2 a.m. on Monday, Dec. 9. She was ordered held at the Franklin County Jail, Malone pending further court action.

Brandon J. Cook, 29, of Snye, Que. was arrested by New York State Police following an 80 M.P.H. chase on state Route 37 on Saturday night. Cook is charged with first-degree aggravated unlicensed operation, third-degree fleeing an officer in a motor vehicle, resisting arrest, seventh-degree criminal possession of a controlled substance, driving while intoxicated, operating a motor vehicle with blood alcohol level above .08 percent, reckless driving, drinking alcohol in a motor vehicle on a public roadway, failure to obey a police officer, no license, speeding, and failure to keep right at 10:35 p.m. on Saturday, Dec. 7 on state Route 37 in Fort Covington. Troopers said they tried to stop his vehicle going westbound in Fort Covington. He fled, reaching speeds of up to 80 M.P.H., but the car stalled near County Route 43. He got it going again but stopped near Foy Eldred Road. Police said they got into a physical confrontation while trying to subdue him. Cook’s blood alcohol level was allegedly 0.15 percent and he also possessed 10.6 grams of cocaine, allegedly. He was arraigned in local court and remanded to the Franklin County Jail, Malone in lieu of $5,000 bail. He is to re-appear in court on Dec. 10.

Ross A. Oakes, 45, of Hogansburg was arrested by New York State Police and charged with driving while intoxicated, operating a motor vehicle with blood alcohol level above .08 percent, and drinking alcohol in a motor vehicle on a public roadway at 9:05 a.m. on Saturday, Dec. 7 on state Route 37 in Bombay. He was released to a sober third party with orders to appear in court on a later date.

Kristin R. Ransom, 33, of Hogansburg was arrested by New York State Police and charged with driving while intoxicated and operating a motor vehicle with blood alcohol level above .08 percent at 11:03 p.m. on Friday, Dec. 6 on state Route 56 in Potsdam. She was released to a sober third party with orders to appear in court on a later date.

Lucas R. Tarbell, 19, of Hogansburg was arrested by New York State Police and charged with second-degree reckless endangerment and endangering the welfare of a child at 6:16 p.m. on Wednesday, Dec. 4.

Christopher A. Belile, 25, of Hogansburg was arrested by New York State Police and charged with fourth-degree grand larceny, a felony at 4:35 p.m. on Tuesday, Dec. 3. He was arraigned in local court and released after posting cash bail.
